Course Description: The recent and rapid evolution of artificial intelligence into society has thrust this technology to the forefront of many of our personal and professional experiences. As this technology arrives and continues to be used in a variety of ways, it's critical that professionals consider the ethical implications of this tool. Traditional ethics frameworks and new considerations for evaluating ethics of AI will be presented. The environmental and energy costs of AI will be discussed. We will explore the potentials for AI to both reduce and widen healthcare disparities as we consider the health and social justice impacts of AI. This course is a live virtual synchronous webinar. There is pre-reading prior to the webinar to enhance the learning experience. We will utilize breakout groups to foster collegial discussion and debate during the webinar. This course fulfills the California 2-hour Ethics, Laws, and Regulations requirement by analyzing the California Physical Therapy Practice Act through the lens of emerging Artificial Intelligence technologies. Participants will review mandatory reporting, supervision of support personnel, and standards of professional conduct as they apply to the use of AI in clinical documentation and decision-making.

Course Objectives
Upon completion of this course, participants will be able to: 1. Apply Ethical Frameworks to Practice Analyze complex scenarios in clinical and academic environments by applying core ethical principles—Transparency, Accountability, Fairness, and Human-Centric Design—to determine if AI implementation violates the Standard of Care or ethical obligations to patients and students. 2. Evaluate AI for Bias and Clinical Safety Critique AI-generated content (including patient case simulations, clinical documentation, and assessment items) for algorithmic bias and "hallucinations," employing a structured verification workflow to ensure accuracy and prevent misinformation that could harm patient safety or educational outcomes. 3. Apply Legal Standards & The California Practice Act Synthesize provisions of the California Physical Therapy Practice Act and federal regulations with AI capabilities to identify potential legal violations, specifically regarding scope of practice, supervision of aides/students, and the prohibition of misleading or fraudulent documentation. 4. Formulate Governance & Integrity Policies Develop clear, enforceable policies for the use of Generative AI by students and support personnel that align with Code of Ethics requirements, preventing academic dishonesty in the classroom and fraudulent billing or documentation practices in the clinic,, including data privacy considerations. 5. Operationalize Privacy & Confidentiality Laws Differentiate between closed-system and public-facing AI tools to implement strict data sanitization protocols, ensuring compliance with HIPAA (patient data) and FERPA (student data) regulations regarding unauthorized disclosure of Personally Identifiable Information (PII). 6. Champion Professional Integrity Integrate ethical reasoning into professional discourse by modeling transparent AI usage, thereby cultivating a culture of competency and accountability that upholds the reputation of the physical therapy profession.
About your instructors
Eric Robertson, PT, DPT, MFA, is Associate Professor and Director of Curricular Innovation at University of St. Augustine for Health Sciences in San Marcos California and the CEO/Co-founder of Brainsmith. Dr. Robertson has extensive experience in professional issues and educational technologies like artificial intelligence. Dr. Robertson has served in the APTA House of Delegates, as a member of the IFOMPT Standards Committee, and as a former associate editor of the Journal of Physical Therapy Education. Dr. Robertson has lectured international on AI and Ethics and has a special lens on environmental justice which he explores through tradiational scholarship and photography. Carly Lochala, PT, DPT, NCS, is Adjunct Assistant Professor at the University of Southern California (USC) and is the COO and Co-founder of Brainsmith. Clinically, Dr. Lochala has expertise in neurological physical therapy and remote care provision. She has co-taught the Brainsmith series on AI for Health Science Educators and serves as a faculty member in several courses at USC.
